LowAttacker can front-run initialization of new HomoraBankOpen

In `contracts/HomoraBank.sol`: any two calls to `initialize()` depend on ordering. The first caller becomes the governor, an attacker can front-run any HomoraBank initialization and cause a Denial-of-Service. **2020-12-18 update**: Alpha team stated that they will deploy the contract and finish the initialization within one transaction.
