LowImplementation of Net LiquificationAcknowledged

Users are unable to turn solid tokens into liquid tokens if the amount to liquify plus the user's `netLiquidifiedByWallet` value will exceed `netLiquifiedByWalletLimit`. If a user transfers their liquid tokens to another, the user's as well as the recipient's `netLiquidifiedByWallet` values are unchanged. This allows a situation where a user's liquid token balance is far lower than their `netLiquidifiedByWallet` value.
