When a user is removed from the owner list, his previous vote is still valid. The `noOfOwners` has reduced by 1, which might cause some proposal that are not supposed to approve being executed. Exploit scenario: There are three owners A, B and C. There are two proposals X and Y. Y is the proposal to remove C from the owner list. A and C voted for proposal X, and All of them voted for proposal Y. After Y is approved, `noOfOwners` becomes 2, which means that X is able to execute, even if B has not vote for X.
